The concept that government should be concerned with improving the lives of its citizens and the infrastructure of the country used to be widely believed by western citizens.

That concept is long gone here, but in Kazan this week it is being discussed. Therefore, our media is talking about DPRK troops in Russia, instead. But I can bring it up again.
