The "strategy of tension" was used on the citizens of Europe by secret teams in their own governments, allied with the CIA/NATO forces occupying their countries.

Terrorism and assassinations, combined with propaganda, served to make Europeans afraid and ready to accept totalitarian governments to "protect" them.
But don't worry, our ruling overlords don't do that anymore, or so they tell us.
